Depends what you mean by comparable

what UVa is doing, they are doing independently of other State institutions. Sounds like what NM is doing is gov't run and is applicable to all state institutions.

Then there's the question of whether it's an unfunded tuition waiver (basically tuition isn't charged) or whether it's guaranteed aid to cover tuition (money is coming out of endowment funds to pay tuition that is charged)
